On a stable system, after unmasking baselayout & openrc, and upgrading /etc/conf.d/local.{start,stop} scripts are not moved to /etc/local.d

I guess the reason is; migrate_from_baselayout_1 is installed in pkg_preinst phase, and in that phase the local.d directory does not exist.

Reproducible: Always

Steps to Reproduce:
1. Upgrade to openrc-0.8.2 and baselayout-2.0.2

Actual Results:  
/etc/conf.d/local.{start,stop} are not moved into /etc/local.d

Expected Results:  
There should be /etc/local.d/baselayout1.{start,stop} scripts

This correction has been made in the ebuild and will be available in
openrc-0.8.3.

In the future, please just make your bug block the tracker and do not
