The start script of dnsmasq should have a "provide dns" in its dependencies. This entry was introduced for named some time ago and is used by several other start script as requirement or marked as used (apache2, dhcp, mysql, sshd).

Actual Results:  
The start-up sequence might not be correct, some services using dns may start 
earlier. 

Expected Results:  
dnsmasq should start before every service using dns functionality.
