Ebuild patch that removes the installation of netconfig's locale files

net-misc/pump-0.8.24-r3 doesn't install netconfig, but it does install the locale (.mo) files belonging to netconfig. The locale files shouldn't be installed as they are not used.

(If you run "grep gettext *" in the pump-0.8.24 source folder you see that net.c (netconfig) is the only file using locales.)

Thanks! I've fixed the ebuild to not install those locale files.
