The policy on perl modules in Gentoo is that they are only specifically included in the portage tree if they are a dependency of an app or they provide utilities. If that is not the case, g-cpan.pl should be used for installation instead.

Does this ebuild fill a dependency of something already in portage?

I don't know what the original author intended but this ebuild is is required by the ebuild for MailScanner (not yet in Portage).
