i plan on punting the get_ml_incdir func, and in reality it really hasnt done much of anything.  just apply this one line change to the perl ebuilds:
-    [[ -n "${ABI}" ]] && myconf "-Dusrinc=$(get_ml_incdir)"

there is also one libperl ebuild which can be updated in the same way
