when admin decides to maintain the chroot environment by himself, skip chroot check in startup script via check_chroot() function. some of the checkd (/var/log, /var/log/named, /dev/zero) are often not needed. skip the check if user(admin) doesn't wish so. apparently CHROOT_NOCHECK conf.d variable could be set up to indicate so. Reproducible: Always
