What's your version of bison ?
Have you tried building with MAKEOPTS="-j1"? I just stumbled over slightly similar issues with 1.2.0, couldn't find issues with the code itself and MAKEOPTS did the trick.
I was able to solve this problem by installing kdevelop first. I think kdevelop-php should have kdevelop as a dependency. I've already seen there is a bug report about this.

It *is* parallel compilation issue, otherwise kdevelop-pg-qt bug. It's by no means related to presence (of lack of thereof) kdevelop! I'm reverting this change.
