The blocker is only in DEPEND, and this breaks the upgrade path when using binpkgs because there's actual file collisions between ptlib and pwlib. I've just filed another very similar (also DEPEND vs. RDEPEND) bug on xorg-server. Please don't forget there are people who actually use binpkgs for larger deployments.

I can confirm this one. Same goes when downgrading ekiga 3.x to ekiga 2.x, and ptlib remains installed. When trying to merge pwlib (as ekiga 2.x dependency), there is a huge file colission.
