this patch enables building of shared libs with the `generic-gnu` target of libvpx. could we integrate this patch, as we (arm) need this package to work for chromium.

I've successfully tested this patch on arm, and could build/run chromium with it. The patch shouldn't change anything for amd64/x86, as these arches get detected correctly and not as `generic-gnu`.
