I am masking older perl/libperl version now.

If there is any problem you experience with the removal/mask,
this is the correct bugreport to report it.

just FYI
I agree with hard masking <5.12.2 but i'd prefer to have 5.8.8 staying least for a while in the tree. 
I'm using a binary only perl module which 5.10 breaks, so i'm stuck on 5.8.8. It's Confixx::Filter. I know Confixx is discontinued but it's still a nice piece of software and there are no alternatives in terms of webserver customer panels which work as flawless as Confixx under Gentoo.

Yes, update portage. Try:

USE=-bash-completion emerge -av1 eselect portage

If it doesn't work, file a new bug.
This is not a blocker for the perl removal.
