The webapps/ROOT directory is not installed.
Because of copying the ROOT directory without making the webapps directory,
ROOT is copied as webapps.
Please append the following command before "cp -pR ROOT":

dodir /usr/share/${TOMCAT_NAME}/webapps

thanks for the catch. i fixed that in all versions of tomcat except 5.5.27 where it probably does not occur
