Well I'd say yes. Single version on tree, it is a bad idea to mark it stable when tests fail

do note that we already have jbig2dec in stable, it's bundled with ghostscript-gpl since always, and it's exactly the same library unmodified.

please just add:

RESTRICT="test" #324275

to the ebuild and stabilize it, i'll try to find time to look at the testsuite failure later on

Archtested on x86: Everything fine

tests restricted and marked stable for amd64
