The new version of rsyslog features oracle-db support using dev-db/oracle-instantclient-basic which isn't keyworded for arm.
Please either
  keyword dev-db/oracle-instantclient-basic and re-keyword app-admin/rsyslog-5.4.0
or
  mask the oracle USE-flag for app-admin/rsyslog on arm and re-keyword app-admin/rsyslog-5.4.0

~arm keyword restored, use.masked oracle.
