The archive to which app-admin/setools-2.4 points to is not available anymore upstream:
http://www.tresys.com/files/setools/setools-2.4.tar.bz2

Also the new location as used by more recent setools ebuilds cannot be used for the 2.4.

The current highest setools in ~amd64 (3.3.7) seems to work well.

This is the only stable setools package in Portage currently

What should the SRC_URI be?

Looks like it is now available on http://oss.tresys.com/projects/setools/chrome/site/dists/setools-2.4.tar.bz2

However, setools-2.4 is fairly outdated (release 2006) and failed with current policies.

Since this may still be needed for some of the older profiles, I just updated the SRC_URI.  But it needs to go as soon as the newer profiles are stabilized.
