Sigh, yet another USE flag to an admittedly long list.  And we will need package.use.mask valgring on arm and ia64.  We should find a better way to do this kind of thing.

I think it would make more sense to put this valgrind stuff behind a test USE
flag if that is the only way valgrind is used.

Upon some discussion on irc, dropping valgrind tests unconditionally (other tests still remain) is another option.  No need for package.use.mask in arm and ia64 and we will not be adding a USE flag that will most probably not going to be useful for the majority of the user base.

But QA might be a customer of valgrind USE flag.  Any input from QA for dropping valgrind tests?  Flameeyes?

I cannot use valgrind test on my boxes, and in general I find them too unreliable to be useful, so if upstream confirms that they are just "something more" and the non-valgrind tests provide already a baseline, pretty good to me.
