The init script for npcd depensd on net and nagios although it doesn't require any of the services to run for the daemon to function.

Even worse, once nagios gets restarted (for reconfiguration) the npcd will be stopped and not started again.

I think we should just drop those other service dependencies.

Reproducible: Always

Steps to Reproduce:
1. Install pnp4nagios, configure npcd usage
2. Start npcd
3. Restart nagios

Actual Results:  
npcd gets stopped when nagios is restarted

Expected Results:  
npcd should just continue running. I don't event think it should stop/restart together with nagios. This dependency is just wrong.

Hmm. Classification for "major" was crash. I find this to be a crash.
