apcupsd has a dependency on usb this requires a small change to the file 
/etc/init.d/apcupsd 
 
the line 
 
after hotplug 
 
needs to be added to the depend() {      } section 
 
or 
 
after usb 
 
or something similar that will allow apcupsd to startup normally.

I checked in the changes you suggested to the 3.10.6 ebuild as an additional
patch.

looks good seems to load fine  and reports it came up normally.

I see you added extra lines for net and usb as well. This should a lot of
the problems people were reporting in the forums.
