puppet-0.25.5 is the latest upstream stable release sine May, 18th and it's in portage since since the same day. Upstream says: The 0.25.5 release is a maintenance release in the 0.25.x branch. It contains a number of bug fixes but also performance enhancements including speed-ups to Puppet’s graphing. Seems to me it's not affected by any bug on gentoo's bugzilla. Relevant to this version there are an init script enhancement request (bug #299799) and an eclass change request (bug #324355). The first is not version-specific and neither a blocker, the latter is AFAIK working on a newer -r1 ebuild. If there isn't any showstopper I'd ask to please stabilize puppet-0.25.5 to be on track with upstream's stable release and keep the ruby-ng.eclass stuff for a newer ebuild.

Builds fine on x86, tried to run it on a non-configured host, both server and client run and give results as expected (errors due to not configured). Please nark stable for x86.
