mlocate-0.22.4 requires xz decompression to build, but mlocate-0.22.4.ebuild does not depend on xz-utils

Reproducible: Always

Steps to Reproduce:
1. Have a system without xz-utils (really without /usr/bin/xz)
2. emerge =mlocate-0.22.4 (in testing)
3.

Actual Results:  
Fails to decompress the tar

Expected Results:  
successful emerge
