I think this is a Ruby 1.9 problem.  I have both 1.8 and 1.9 installed, and I use eselect to make 1.8 the default, but something keeps changing it to 1.9 behind my back.  (I'll file another report on that.)

This means that Ruby is somehow broken.

Well, if this is a Ruby bug, rather than invalidating it, couldn't we rename it to something that indicates that it's a Ruby bug?
