There is "need net" statement in the /etc/init.d/ntpd file which stops ntpd from starting if there is no running network. However, "n" in ntpd is for "network" but the daemon may work without the connection reading the time from GPS receiver. IMHO there should be "use net" instead. Reproducible: Always
