tc expects to find the files normal.dist, etc in the directory /usr/lib/tc/. In Gentoo they are installed in /lib/tc/. tc also segfaults when failing to find these files. pretty sure this isnt a regression, or at least it hasnt been working for a while since 2.6.29.1 seems to have the same issue
should be fixed with iproute2-2.6.34
