Hi, 
currently the ntp useflag of pm-utils pulls in net-misc/ntp. As far as I can tell it only triggers the installation of one hook which relies on an ntpd init script and binary. These are provided by net-misc/openntpd too. 
Could the ebuild depend on 
net-misc/openntpd || net-misc/ntp

Reproducible: Always
