I tried emerging sys-libs/libcap(-2.19) first, and then retried net-fs/nfs-utils(-1.2.2) and it emerged fine. Maybe sys-libs/libcap should be defined as a prerequisite in the ebuild?
thanasis' suggestion to emerge libcap-2.19 worked for me. emerged nfs-utils-1.2.2 successfully immediately after.
ah, good the bug already exsisted.. same solution here.. this ebuild should def. depend on libcap..

and this is why the simple answer is not always the correct one nfs-utils-1.2.2-r1 has a proper USE=caps conditional
