Submission of a new ebuild for the jgraph library.

Description of the jgraph library (from the jgraph homepage)
=================================
JGraph is the most powerful, lightweight, feature-rich, and thoroughly
documented open-source graph component available for Java.

Remarks
=======
- to create this ebuild, i simply took the ebuild file for xerces-2.5.0 and i
modified it.
- the library for java 1.4, it exists also for java 1.3 but i did not try.
- there is a companion application jgraphpad to demonstrate the features of
jgraph; i will submit soon an ebuild for this application.
- the ebuild always create the documentation. i will make a patch to the
'build.xml' file to change that.
