Looks like www-client/epiphany-2.28.2 needs  libsoup-gnome when compiling for gnome with gnome USE flag.
Please check configure log bellow.

Reproducible: Always

Steps to Reproduce:
1. emerge gnome    ( or emerge epiphany )

We already have this dependency in (R)DEPEND, see yourself:
>=net-libs/libsoup-2.27.91[gnome]

which should be compatible with libsoup-2.28.2[gnome], in fact we slipped libsoup-gnome plugin in net-libs/libsoup-gnome package, but libsoup is still backward compatible because it depends on libsoup-gnome when "gnome" USE flag is set.

Mhhh... I'm not sure but could you attach the output of emerge -pv epiphany ?

It was my friend who installed gnome, so I can't easily attach all logs, sorry. But it happend while doing emerge gnome with USE flags from Gentoo gnome install manual. There were also same additional non-minus flags like qt3 qt4 kde (for kde support later) and I got configure error of epiphany I sent here. When I manually emerged libsoup-gnome it worked.

Here is output of emerge -pv epiphany:

would you want also system-wide USE?
