Third RC release is out. I might wait a little bit since it looks quite unstable yet :/

Yeah, upstream told not to package it (in kde-apps.org page). So better to wait for final.

Also the tarball name doesn't change w/ RC's, so that's a no-go for ebuilds

Final 1.3 is out . Soon, an ebuild will be available on portage tree
