I'm using OSSv4. Freeciv since version 2.1.10 has a dependency of alsa which isn't necessary. I simply removed that line from the ebuild. Freeciv compiled fine, started and has sound output without any alsa-stuff. 

So, please remove that line or make alsa optional:
media-libs/alsa-lib
