Looking at the git-logs and bugs.gnome.org [1] it looks like libgnome and libgnomeui have not been needed since 2.26 (the commits are at least in the 2.26 branch). I could not find anything linking against libgnomeui either. Yet libgnomeui is still in the RDEPEND for gnome-settings-daemon.
"emerge -Cq libgnomeui && emerge -1 --nodeps gnome-settings-daemon" builds fine and seems to run fine too.
