I recently upgraded Gramps to the ~amd64 keyworded version 3.1.3. Usually I use the german translated version (via setting the LANG and LANGUAGE variables). But since the upgrade, the whole programm stays english.
I tried installing the stable version 3.1.1, which includes the file /usr/share/locale/de/LC_MESSAGES/gramps.mo that gramps is looking for (verified by using strace). Version 3.1.2-r1 works as well (installs the file).
I compared the ebuilds of version 3.1.2-r1 and 3.1.3 and there are (imho) no relevant changes in the ebuilds (or the patches).

So I checked if version 3.1.3 unpacked and installed by hand, has the same problem. But it does not! Version 3.1.3 installs the localization file correctly.

It seems like that during the make process the po folder (that includes the localization files) isn't processed correctly. There are some minor (?) changes in the po/Makefile.in.in that could (?!?) result in these problems:
< SHELL = /bin/sh
> SHELL = @SHELL@
and adding single quotation marks (') to a grep command (line 59).

Since I'm not really into the autotools, could someone please check whether the Gramps developer messed up (and please forward the bug report) or if something Gentoo-specific doesn't work correctly.

Steps to Reproduce:
1. emerge =gramps-3.1.3
2. Realize that there is _no_ /usr/share/locale/XX/LC_MESSAGES/gramps.mo
3. emerge =gramps-3.1.2-r1
4. Realize that there is the needed file
5. ebuild /usr/portage/app-misc/gramps/gramps-3.1.3.ebuild unpack
6. Compile gramps-3.1.3 by hand and realize, that it installs the mo file.

Thanks for your report, indeed the quotation marks were the culprit.  I am not able to find out why they make a difference in the sandboxed environment, but I wrote an email to the committer of that change.  Bug triaging in Gramps is a bit weird, so I avoid the bug tracker.  Emerge 3.1.3-r1 and you will get the German locale back.

 That was my plan, but Makefile.in.in is generated, so hard to see what to look for.
