The file isn't located on the server. I've checked it by manually ftp'ing this server.

seems like they removed it from all mirrors.

I've done again an emerge sync and emerge groff and got exactly the same
result.

I''ve actually made the emerge sync with rsync8.de.gentoo.org:

This is rsync8.de.gentoo.org.

After the emerge groff, I've got the same error message like before.

Is there something I do wrong?

there was a problem with the rsync mirrors.
fixed now, please resync.
