Stabilize dev-python/setuptools-0.6.6. dev-python/setuptools-0.6.8 is arleady in the tree and majority of users, who accept unstable keywords, will be testing dev-python/setuptools-0.6.8 instead of dev-python/setuptools-0.6.6, so it's reasonable to stabilize dev-python/setuptools-0.6.6 now.

Have a look at the ChangeLog of app-emacs/org-mode, they do frequent releases, too, but only every now and then a version is stabilised.
(In reply to comment #3) Distribute only contains pure Python modules, so its installation is very fast. Distribute is important dependency of hundreds of Python packages and it's reasonable to stay close to upstream with the stable version.
