The file...
       ftp://elsie.nci.nih.gov/pub/tzdata2009o.tar.gz
...is now available; this reflects the Samoa (commentary only), Paikstan, and Bangladesh changes circulated last week on the time zone mailing list.

I plan to send out proposed changes for South America in two days, with tzdata2009p.tar.gz appearing in seven days; some folks may want to wait a week before updating.
