After keywording app-admin/eselect-1.2.3 the whole upgrade went fine (stable x86, radeon, evdev)

As i said in mail, eselect-opengl dep can be lowered. I just didnt test it so if anyone will prove that 1.1 is sufficent we should just lower the dep i guess.

It would surprise me if the opengl module didn't work with eselect-1.1.3. There should be no incompatible changes. If absolutely necessary, we could go for early stabilisation of eselect-1.2.3, but I'd like to give that version two weeks at least (so not before 2009-10-04).
