When using the horizontal panel layout (Options->Layout->Horizontal), the panel encoding dialog (Above/Below->Encoding...) is drawn halfway off the left side of the screen so that none of the menu options are visible. It is drawn properly when using the vertical layout.

Proposed patch

This trivial patch places encoding dialog at the center of the screen instead of placing it at the center of the panel, but at least it should work.
Upstream bug filled at http://www.midnight-commander.org/ticket/1584.

This bug has been closed already. -pre3 will not have this defect.
