you should set     --disable-legacy-buttons
to     --enable-legacy-buttons
like in other distros bracuse getting rid of hal is one of the GNOME 2.28/3.0 goals and for me --disable-legacy-buttons do not work.
Either wit the newest Xorg from git.

Same problem here. Without a RDEPEND for >=x11-base/xorg-server-1.6* there should be --enable-legacy-buttons. Maybe a IUSE would do the trick.

http://svn.xmw.de/gentoo-overlay/gnome-extra/gnome-power-manager/gnome-power-manager-2.26.1-r2.ebuild does the trick for acpi/hal/xorg-1.5
