Reproducible in =sys-apps/pciutils-3.0.2 as well with MAKEOPTS="-j9"

I cannot reproduce this, but I do see a Makefile construct that likely leads to the problem.  Both the install and install-lib targets contain a command to install libpci.so.  The ebuild specifies both targets in a single make command when it runs src_install, so make could try to start both copies of the command at the same time.  The simple fix is to move installation of libpci.so into a separate target, and have both of the other targets depend on it.  This is suboptimal since the existing install and install-lib targets do not require installation of libpci.so for their other commands to work, but it does direct make to run only one copy of the offending install command.  I will attach a patch to do this.

This patch modifies the upstream Makefile to move the offending command into its own target, so that make runs it only once.  The patched Makefile has slightly different behavior in that its install target will always try to install libpci.so, whereas previously that occurred only if SHARED=yes.  Gentoo always builds with SHARED=yes, so there is no behavior change for Gentoo users.  Upstream might reject the patch as-is due to the behavior change, though.
