arfrever: those implicit test instructions are crazy. If you KNOW that apache is already available, just write a slightly larger Apache config and run your OWN instance of it on a unique high-number port for the duration of the test.

arfrever: just pick something 50k-60k, odds of it being used are very low. Also, specifically bind to localhost:$PORT, not 0.0.0.0:$PORT
