The previous version installed fine, but 1.3.8 fails at the configure stage if dev-util/intltool is not installed

Add USE 'nls' and build DEPENDS with dev-util/intltool and configure options for nls support

Then USE="nls" - configure pass without error (after installing dev-util/intltool)

The error has reappeared with rrdtool-1.3.8-r1
