cp/cp-mv-enotsup-xattr is a test which is only run as root, and requires access to /dev/loop/0 to run successfully. The sandbox (presumably) denies access, causing the test to fail.

'FEATURES="-sandbox test" emerge -1 coreutils' runs without error.

that will work only some of the time.  like when loop0 isnt already taken.  plus, /dev/loop/# is going away.

what if you use just "/dev/loop" ?  does it still work ?
