phone-kde uses pulseaudio when it is installed (links against libpulseaudio), therefore it should be in their USE variable. I do not know if pulseaudio support can be configured in phonon-kde, but at least it should rebuild on a change in the global USE variable. This is especially important when you are building binary packages that are used by machines that have different pulseaudio USE settings. machines with a different pulseaudio setting should ebuild phonon-kde rather than install the binary package. Once you're at it - does it add any new audio backend to System settings or it's just dummy (like incomplete code) dependency?
It does not add a new backend but i get a new output device named pulseaudio. I have one box with a Soundfusion cs46xx sound device where the only working output device is pulseaudio, so this does not looks like a dummy to me.
You can try fixed ebuild from kde-testing overlay.
