I am seeing the same problem. It looks like the patches that were added to include cpufreq support don't patch the Makefile.in files.

Strange, the error is no longer reproducible.

Steps taken:

1. rm -rf /var/tmp/portage/gnome-extra/gnome-power-manager
2. emerge gnome-power-manager

At this point, the install completed successfully.

No other changes were made.

I'm having the same problem and deleting /var/tmp/portage/gnome-extra/gnome-power-manager didn't help.

Same here -- clearing /var/tmp/portage doesn't resolve this.

No when i wrote this patches the Makefile.am is also patched, the problem is :
the developper whose integrate my patches forgetten to add a call to "eautoreconf" in src_unpack function in the ebuild. Otherwises Makefile.in and Makefile are not up-to-date, and LDFLAGS to the libhal-glib directory sources are not included for compile.

@nirbeek: can you re-add eautoreconf in src_unpack ? ;) (you or an other dev :) )
