ppolicy patch for Openldap 2.4.15

The regular ppolicy patch does not function on openldap 2.4.15 so this is a modified version which does. The reason the regular version used for openldap 2.4.11 or earlier does not work is that the line location has been changed.

Ebuild for openldap-2.4.15

This is an ebuild for openldap-2.4.15 I have added the TODO items that were in the 2.4.11 ebuild and this successfully builds for me on x86 with the following ebuild use flags: berkdb crypt experimental ipv6 kerberos overlays perl samba sasl slp ssl syslog tcpd -debug -gnutls -iodbc -minimal -odbc (-selinux) -smbkrb5passwd

I manually halted the build before the install phase and it also passes all 55 tests supplied and run when using make test.

Now OpenLDAP 2.4.16 becomes stable release. Please bump up to 2.4.16.
