Upon trying to emerge the ati-drivers without having acpi on the kernel I received a number of compiler errors from a file named: kcl_acpi.c. On a hunch I activated acpi in the kernel and the drivers compiled. The acpi use flag was disabled. On my system it was sufficient to enable acpi support, none of the options inside the acpi menu(other than the ones I couldn't remove) were required.

Reproducible: Always

Steps to Reproduce:
1. Compile a kernel without ACPI support
2. Try to emerge x11-drivers/ati-drivers-8.561

Actual Results:  
Fails with error messages.

Expected Results:  
Should give warning during config that acpi support is required.

I confirm this on my ~amd64 system with ATI Radeon HD 3450.  I have -acpi in my USE flags.  

Adding into the kernel Power Management Support and ACPI (without other suboptions) allowed firegl to build and the ati-drivers package to compile.

It should be pretty easy to have ati-drivers die if those options aren't checked (as it does with the Magic SysRq key, for example), if nobody can figure out how to make it respect the acpi USE flag.
