I just downgraded openrc to 0.3.0-r1 and tried compiling splashutils, and had no problems. I'm not sure what exactly the differences are, but it seems to be a problem related directly to the new openrc-0.4.0.
Sounds like maybe splashutils will need to be tweaked to work with the new openrc, so assigning to splashutils maintainer and cc-ing openrc dev
