After upgrade to 1.9.9 version, wifi-radar couldn't connect to my encrypted wifi connection. The reason for this is incorrect path to wpa_supplicant.conf - /etc/wpa_supplicant.conf instead of /etc/wpa_supplicant/wpa_supplicant.conf

patch for ebuild

Here goes patch for wifi-radar-1.9.9.ebuild.
It also fixes that wifi-radar.conf gets installed into /etc/wifi-radar/ instead of /etc/. It's opposite from #237437 way of fixing this, but better imho.
