This seems to be happening because I had sys-devel/bison-2.4 installed (recently removed from portage for bugginess). Downgrading to bison-2.3 and ONLY THEN upgrading to bison-2.4-r1 allows bison-2.4-r1 to build correctly. I think a warning or die needs to be added to the bison-2.4-r1 ebuild to tell people to downgrade to bison-2.3 before trying to build to 2.4-r1

Same error occurs when trying to upgrade from bison-2.3 to bison-2.4-r1 on Mac OS 10.5 with Prefix Portage. bison-2.4 doesn't currently exist in this tree.

For me, downgrade method works (with paludis on ~x86, last sync was a few minutes ago).
Had the same problem (~amd64), after commenting out MAKEOPTS in make.conf it works for me.
Actually, a different Mac OS/prefix machine has just built bison successfully, so I suspect gremlins in the first one I tried - Mac/prefix builds do seem to work after all.
Looks like a parallel make problem, because in the first build log, src/Makefile wants to run tests/bison which points right back to src/bison, which hasn't yet been built. Sometimes it happens to build bison before the executable is run, and sometimes it doesn't. Attaching a patch shortly which gets ../tests/bison out of the loop (the configure script does a fine job of finding out where bison is).

if the patch were modified to only touch parse-gram.c and parse-gram.h it should fix this.
