I believe kopete should depend on "x11-libs/qt-gui[mng]"
or
you should inform the user in pkg_postinst() via elog, that if he has built x11-libs/qt-gui without "mng" USE-Flag, then the taskbar icon cannot rotate / inform the user.

Little question:
Should the homepage not directly set to http://kopete.kde.org/?
