We are not adding aditional dependecies which are not really required for runing apllications. You have to add kdegraphic yourself if you really want to use konqueror.
Installing unwanted programs is what debian people do, portage has conditional dependencies like ones applying USE. see eg. app-cdr/k3b/k3b-1.0.5-r3.ebuild RDEPEND="${DEPEND}... dvdr? ( >=app-cdr/dvd+rw-tools-7.0 ) There is no real reason to have vital part of konqueror functionality hidden behind some arcane ebuilds instead of conditional deps. Even more so when this causes error messages with word "symbol" on them. Ok we are currently rewieving eclass so it will be better for such dependencies. Sorry for inconvinience.

kde-base/kde-meta installs kde-base/kdegraphics-meta which installs both gwenview and svgpart. kde-base/kde-meta installs kde-base/kdebase-meta which installs konqueror. seems to be the way it's now.

Added svg useflag for svgpart in konqueror, thanks
