Fixed for ~arch sabayon-2.22.1, thanks

The oldest version of dev-util/intltool in the tree is 0.35.5 and 0.37.1 is the
latest stable. Also, dev-util/intltool is actually missing from DEPEND.

So, this is easily fixed by adding ">=dev-util/intltool-0.35.5" DEPEND.
